Baseline Study for the–Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) October 2019-May 2020: Governance Systems International conducted a baseline study for The Promotion of Renewable Energy and Energy Efficiency Programme (PREEEP) implemented by GIZ on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), and the Ugandan Ministry of Energy and Mineral development (MEMD). The main objective of PREEEP was to improve the framework conditions for access to clean energy in rural and peri-urban areas.
PREEEP is operating in four thematic areas/ components: a) Policy, where the activities in this component focus on policy advisory services particularly towards, direct policy support to MEMD and integrating access to clean energy into other sector ministries strategies and guidelines to the District Local Governments; b) Market Development, in Northern Uganda, SMEs and institutions operate for fewer hours. In addition, the quality of services in SMEs and institutions such as schools and health centers was poor especially in the rural areas. Some SMEs and institutions resorted to using diesel generators which have environmental hazards.
The
programme aimed at improving framework conditions to strengthen market
conditions for RE/EE technologies in the region; c) Skills development,
Capacities of selected beneficiaries to be built through trainings on aspects
such as Renewable Energy Technologies, safe wiring and installation for
electricians and energy auditing and energy and; d) Decentralization, deals
with expanding the mainstreaming approach at district level to all districts.
