The German and the Ugandan governments entered into an agreement to implement the Project “Drought Resilience in the Karamoja Sub-Region in North-Eastern Uganda”. The Project is part of the German-Ugandan development cooperation focus "Rural Development and Food Security". The Project shall be delivered within the framework of German Financial Cooperation (FC), financed through KfW on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). The Project is to improve the production base and the drought resilience of settled and nomadic livestock keepers in the Karamoja sub-region by providing funds for required infrastructure investments, the focus being on the construction of two dams (so-called water reservoirs), each with a capacity of up to 3 million m3. Every dam is accompanied by the construction of three valley tanks (each 20 Km out of the main dam site) and boreholes for drinking water. Additional infrastructure investments are in the domains of Animal Health & Rangeland management, Operation and Management (O&M) and Watershed Management.
Governance Systems International was contracted by the Ministry of Water and Environment to provide Consulting Services for Facilitating Free Prior and Informed Consent (FPIC) For the Development of Water Reservoirs in the Karamoja Sub-region, Uganda. Lot 2: Lemsui in Nakapiripirit District. The Free Prior Informed Consent (FPIC) for the development of water reservoirs in the Karamoja Sub-Region, Uganda consists of Financial Participatory Approach (FPA) an innovative participatory methodology involving and motivating communities through a series of cooperative competitions and decision-making process through own jury to develop the best small-scale projects according to their own judgment. The objective is to develop maximum ownership and trust in view of reaching informed consent. FPA implementation tasks include the following: site visits, community information, Rapid Rural Appraisal (RRA) exercise, series of 3 contests and awards, support for self-implementation of community & livelihood projects and follow-up.
