LRFP-2020-9156031: UNICEF Comprehensive study of causes of water supply inequity and strategies to address them -Uganda July-November 2020: UNICEF commissioned IPE Global, India in partnership with Governance Systems International, Uganda to conduct a national comprehensive study of the causes of Water supply inequity in Uganda and recommend strategies to address them. Under Joint Sector Review 2019/20, undertaking No. 7, the Uganda’s Ministry of Water and Environment intends to conduct a comprehensive study of the water sector service provision in order to identify the causes of water supply inequity and identify strategies to address these inequities across the country.
The assignment
involves a comprehensive review of the overall WASH sector in
Uganda including: Rural water & sanitation, urban water & sewerage,
Water for production and Sanitation & Hygiene. The team performed the
following tasks: First, Identified
the causes of inequity in water supply sector in the country especially between
urban and rural and within rural and urban districts/sub-district level. Under
this, the diagnosis identified the
bottlenecks and cover; i) technologies being used, ii) financial allocations of
funds and flow mechanism between various arms of the ministry and parastatals
linked to the ministry, iii) the norms and processes for planning for water
supply provisioning, iv) institutional process of decision making for water
supply provisioning; secondly, identified strategies to address the inequity in
the country that included; i) better financial allocations to reduce disparity, ii) efficiency in use of allocations, iii) how best to capture off budget support in planning
and reporting of results, iv) modalities of addressing water stressed
communities and hard to reach areas. Recommended immediate and long- term actions required addressing
water supply inequity in the country.
